BACKGROUND

Examples of recent disasters that have
impacted heavily on the population include 2004 Boxing daty Tsunami; the 2005 Bali Bombing, an earthquake in Yogyakarta and Klaten (6000 deaths); the Adam's air aviation accident near kalimantan (100 deaths); the sinking of a boat at Senopati, Banjarnegara (400 deaths); a week if big floods affecting most of central Jakarta and most recently, The Garuda aviation accident (21 deaths).

Given the frequency and scale of disasters in Indonesia, the need to enhance the operational preparedness for disaster victim identification (DVI) can not be overstated. To date support has been provided by AusAID and the Ministry of Foreign Affairs, Singapore for two DVI trainning workshops; the first was delivered in Singapore in February 2006 by the center for Human Identification - Victorian Institute of Forensic Medicine / Monash University in conjunction with Singapore health Sciences Authority. Participants of the workshop (held in Singapore) included 20 forensic specialists (odontologist, pathologists and anthropologists) from accross Indonesia. The aim of this workshop was supplement the experience of many of these practitioners who, in turn, could become team leaders of further training in Indonesia.

The second workshop was delivered in Bandung, Indonesia in November 2006 by the same groups in conjunction with Indonesian collegues trained in Singapore. This workshop included 120 participants and aimed at increasing Indonesian operational preparedness in DVI

In light of the success of these two workshop, the current proposal seeks funding to enhance the operational preparedness, particulary for the forensic medical professionals, police, military, government bodies and local community leaders in the Eastern part of Indonesia. Working in conjunction with the Center for Human Identification - Victorian Institute of Forensic Medicine / Monash University and the Singapore Health Sciences Authority, the Universitas Airlangga, Surabaya aims to facilitate a three days workshop on Disaster Victim Identivication (DVI).
